Caramel starter kit IQOS in Panama City: the review shortlist
Caramel in Panama City: 19 units tested over 8 weeks, starter kit formats, priced per 10 ml for Panama.
How to tell a good starter kit from a repack
Caramel prices move with import duty more than with brand. In Panama City that means the entry option and the premium option can close to within B/.2.14 per 10 ml.
Caramel in a starter kit is not the same product you see in a catalogue photo, and the price per 10 ml is where the gap shows. In Panama City the liquid, the coil and the power setting all have to agree before the flavour actually lands.
The short version: caramel in Panama City works if the starter kit, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a caramel starter kit really costs in Panama City
If you are looking at caramel in Panama, the first question is not strength. It is whether the starter kit you are quoting actually fits the device on your desk.
How we tested caramel in a starter kit
- Pick the starter kit that fits the device already on your desk, not the one on the headline page.
- Choose strength against the ceiling in Panama, which is the local legal limit for retail here.
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- The listed nicotine ceiling, which is the local legal limit in Panama, not a suggestion.
- Returns window and who pays return postage when a starter kit arrives sealed but wrong.
- Stock depth: 19 lines held, so the shortlist does not turn into a special order.
- Coil type inside the starter kit, because mesh and wire age at different rates.
Where caramel goes wrong
- Ignoring the batch date on a starter kit and discovering the listed price was for old stock.
- Skipping the spare coil, which is the single part that decides how long caramel in Panama City survives.
- Chasing a discount on a starter kit that then needs an adapter nobody in Panama stocks.
The rules that apply here
Wholesale lines to Panama need import documents the retail shop does not; ask for them in writing before a bulk order.
Retail sales in Panama sit under the same nicotine the label declares, which is the local legal limit. Anything above it is not sold through this channel.

| Entry kit | B/.60 | What a first order really pays |
| Refill cost | B/.2.14 / 10 ml | The figure that decides the habit |
