Tobacco refill pack IQOS in Panama City: the review shortlist
Tobacco in Panama City: 24 units tested over 2 weeks, refill pack formats, priced per 10 ml for Panama.
Delivery, returns and what 4–9 business days really means
Tobacco prices move with import duty more than with brand. In Panama City that means the entry option and the premium option can close to within B/.1.6 per 10 ml.
Tobacco refill pack reviews tend to be written after one tank. We run 24 units and 2 days per unit, because that is where the honest answer changes.
Below is the run we did for this search: 24 units, refill pack, same room temperature, same juice rotation. Where results varied, the variation is printed rather than averaged away.
What a tobacco refill pack really costs in Panama City
We run tobacco the same way in Panama City: same refill pack, same 2 days, same coil resistance. The only variable was the coil, and that turned out to be the thing buyers get wrong.
How we tested tobacco in a refill pack
- Pick the refill pack that fits the device already on your desk, not the one on the headline page.
- Choose strength against the ceiling in Panama, which is the local legal limit for retail here.
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- Stock depth: 24 lines held, so the shortlist does not turn into a special order.
- Child-resistant cap and tamper band on every tobacco bottle shipped into Panama.
- A dated dispatch promise: before 14:00 same day, tracked, so no order is held to a warehouse cut-off.
Where tobacco goes wrong
- Mixing tobacco with a coil rated for a different wattage, which dulls the flavour and drains liquid faster.
- Skipping the spare coil, which is the single part that decides how long tobacco in Panama City survives.
- Assuming varies is uniform across brands, because two suppliers can label the same number differently.
The rules that apply here
Wholesale lines to Panama need import documents the retail shop does not; ask for them in writing before a bulk order.
Retail sales in Panama sit under the same nicotine the label declares, which is the local legal limit. Anything above it is not sold through this channel.

Frequently asked questions
Is buying in bulk actually cheaper?
Not automatically. On tobacco the budget price and the premium price can sit within B/.1.6 per 10 ml once 4–9 business days is counted.
What nicotine strength should tobacco start at?
Start at whatever Panama allows on the label. If you already smoke, drop one step; if not, half of it for a refill pack.
Why does tobacco taste burnt?
Almost always the coil, not the liquid. On the refill pack units we ran, a coil past 6 days turned the tobacco blend itself harsh.
